The User Agreement page displays immediately after the user security information has been entered and saved. New users must read and agree to the PHR Access Confidentiality Agreement in order to access the PHR. Read the agreement and click accept at the bottom of the page to proceed.

The Welcome page displays once the user agreement is accepted.
