A person's BMI correlates with their body fat but it is not the same thing. The relation between "fatness" and BMI varies with age and gender. Women tend to have a higher percent of body fat than men for the same BMI. Likewise, older people tend to have more body fat than younger people with the same BMI. And, of course, variations among individuals play a role as well.

There are some people, especially highly trained athletes, who are overweight according to the BMI, but have a very low percentage of body fat. There also are people of a normal weight, according to the BMI scales, who are "over-fat" according to their percentage of body fat.
